In BoardPro the Board Member Access Level would work well in this situation as this access level is read-only for Meeting Papers and Governance Repository, having actions assigned to them but they cannot vote, do not appear as Board Members on the Attendance and do not have access to any Restricted/Confidential Folders within the Governance Repository.
