When you finish a draft agenda, the terminology and buttons on the pop-up screen start to talk about the Board Pack and it's easy to send the Board Pack by mistake (see attachment). I think a better, more consistent workflow would be:
Chair creates draft agenda
All board members approve agenda/make suggestions (ideally this is automatically loaded as an action)
Amendments to agenda if necessary
Agenda approved
Documents attached (again, ideally the Software would know who's responsible for loading each doc and automatically create an action for them to do this)
While the agenda is still in the Draft stage is when it can be emailed out for collaboration however, only Chairs, Admins, Board Secretaries and Senior Executives can have this emailed to them for review.
The Agenda is "published" at the time when the agenda is finished and you want the board pack completed. You can still choose NOT to send an email notification that it is ready at this time by clicking on the "x" or althernatively you can select whom you want for it to be reviewed by in case there still needs to be any additions or changes. This is why there is the option to be able to Republish the board pack and any changes can be viewed in the Change Log.
