A number of our users take a little while to figure out how to create minutes for the first time and need to be guided through finalising an agenda to get into minutes mode.
How about showing the basic minutes interface 'greyed out' within details screen in 'agenda mode'? With say placeholder text saying that 'To activate minutes, finalise your agenda above'.
