Once an agenda item has been drafted as either a standard item or a voting item there is no 'easy' way to convert one to the other. The current work around is to create a new agenda item of the type required and then cut-paste the content, re-attach any documents and then delete the unwanted entry. A menu item from the "..." list next to each agenda item which allowed automatic conversion would be useful.
