Send notice option when new documents are loaded into the Governance Documents Merged

I was waiting on financial reports from a client, and hadn't realised they'd added them to BoardPro instead of emailing them this time. There was no notification from BoardPro that there had been additions to the BoardPack. There should be, I think, especially to Administrators/Chairs.
